I’d go for it; there should be a little “passion” in a purchase and not just emotionless rationalization. In the end, still not a bank account crushing acquisition. It IS getting hard to find older bikes that haven’t been extensively shade-tree modified, and a carbed 2003 88” is a strong, lightweight platform. I’ve tried the FLH’s and much prefer touring far away on my FXDF and my FXDXT before that.

The final worth of anything is "what you can get someone to pay for it". If you want it, then the worth is what you're willing to pay (to YOU). If he isn't passionate about selling it, then the worth is "what he's willing to pass up for it" (to HIM).
Points I noted:
You WANT it (so by default, you NEED it)
You won't go hungry (you can afford it)
You're only $400 away from NADA (and you think that's 15-20% high). You haven't said what NADA is yet (or else I missed it).

Let's say that a fair private party value would be half way between these numbers, so $2975. If you want to pay $3975, it's YOUR money. How many guys sink $2000-5000 is bars, seat, pegs, extended bags, pipes, cams, etc, and then trade that bike for the same trade as a bone stock model? That's the cost of our hobby.
You want it? Buy it!

Negotiations with the seller have me at about $400 over NADA average - which, as everyone knows is at least 15-20% above real world. Bottom line: I will be paying about $2,500 more than what I would get on trade in (maybe more) at at least $1,000 more than what I would get out of a private party sale.
Did I mention that I do like the bike; seller is at his bottom "last and final" number and I know I will **** away the delta in bar bills at bike events but ... ???

Everyone who is urging the OP to negotiate and to not pay more than the bike is worth in the current market are missing the point.
1. He can afford it.
2. This is the one he wants.
3. Bikes just like this one, the one he wants, are hard to find.
Let me give a personal example: If there were a "thing" that I really enjoy, maybe I'm a collector of sorts, and the thing I wanted was really, really, hard to find in good condition, and I finally found the exact thing I wanted, but the seller wanted $4,000 and it was really only worth $3,000, I'd buy it in a heartbeat.

We're dead for a long time buddy, go for it. 1) you can afford it 2) you love it 3) it's one you always wanted........those are all of the reason you need. I'm guessing it's probably $500-$1000 over NADA. Is that amount of money enough to hold you back from something that you want? Probably not. DO IT!!!!
