Harley Sales down, My experience at a dealer today is a good example of why.

You guys really have that much trouble finding CVOs in your area? I swear every time I walk into the dealer there sits the same CVO that was there the week before, and the week before that. I just checked, my local dealer (who is not large) has 3 CVOs in stock. I'm pretty sure I could get a decent discount on one since they sit around so much but I'm not in the market for one so I couldn't tell you for sure

I mean it's almost what I'm going to do with my fat boy. Looking at buying the black temptest paint version, Chroming out handlebars and controls with the HD accessories, with S&S camchest parts and probably a 124ci kit from S&S as well with Cobra NH pipes, and chopping the stock slip on exhaust heatsheilds down to match length of the NH pipes. Been debating about getting the Shovelhead rockerbox covers and an S&S Teardrop to make it look a bit oldschool. Not 100% set on the shovelhead look, because I also really love the M8 Rockerboxes and SE aircleaner.
My bike will be more custom than a CVO, built up by my hands, for waaay cheaper than a CVO.
Seems like a much better way to go, than dolling out the cash for a factory custom.

Besides, "I modded/built this up with my own two hands" is way cooler and impressive than any CVO badge or limited edition whatever.
I mean I'd love to get a Legend Blue Denim Fat Boy, but I'd still be customizing that thing and modding it myself.
There's much more "oooh and aaah" from people in personalized customs, than there is in limited edition factory build stuff.

playing hard to get
I think you missed the point. the dealer cant order me one if I wanted a 19 in silver. I have to find a dealer that has been allocated the bike taking away my ability to choose the dealer.
The way this should work is in September after the new colors have been announced is I go to the dealer of my choice and negotiate the deal that I want and put money down on a bike that he orders for me.
I can go to any Ford dealer for a raptor ( a limited production truck) choose the color I want from a list of available raptor colors and order the truck. There is room to negotiate on any deal.

Sounds like a lot of bullshit to me. When I bought my 012 Ultra my dealer didn't have it in big blue pearl and black. She called around and traded a 012 she had in stock to another dealer who had the color I wanted. She sent their transport driver over to get the bike and two days later I rode away on my new bike. I can't believe a dealer would tell you that they can not get you a 50 k bike with tax in the color you want. I would find another dealer, they certainly don't know how to close a deal on the top of the line Harley.. Pitiful excuse for a salesman.. If you ordered a new Mercede,.they would get you want you wanted. Your the paying customer, they should go out of their way to get you the bike you want in the color you want especially one the costs that much.
