What is the date code on that tire? Almost looks like a small hand grinder hit the tire in that spot as it is a pretty clean mark. Usually road hazards chunk out the tire.

Looks to me like it was hit with a used seven inch grinder disk, if the disk had have been new it would have been a square notch.
