Stage 1 is required for all subsequent stages. However while a stage 2 is a cam only (and requires a stage 1) a stage 3 (increased displacement) will also contain a cam, usually a different cam from a stage 2. Stage 4 is high flow cylinder heads in addition to what is included in a stage 3, and again, yet another different cam.

If I was doing cam and Big Bore I would look outside of H-D as well.
Air Cleaner, Cam, Pistons/Cylinders, Full Exhaust, Tuner, and at least a street port on the heads. Do it all at once so you can match it up. I did cams before a Big Bore and now would need to change cams again to match Bore and Compression. Looking back I would have done a 103 or 107 along with cams. The good thing is my 96 pulls strong and runs great so I’ll wait until it gets tires to go bigger.
Call H-D, S&S, and Fuel Moto and compare your options.
