Had a friend of mine do the exact same thing , drilled new holes and added 2 lengths of flat bar . He also put rubber grommets on either side to prevent cracking due to vibration , best I can explain it . Good luck to you !

I think 1/4" aluminum would do very well but you could go a little thinner with steel (which woukd be cheaper but a little heavier).
With either aluminum or steel I'd use 1/4 x 20 bolts (you need to determine the length) with flat washers inside the tour pack and flat washers with either locking washers or nylon locking nuts on the bottom when mounting the tour pack to the aluminum plate.
A bit of silicone around the bolt inside the tour pack will prevent the possibiity of getting water inside it.

If you're planning on leaving the luggage rack on the bike when you take the tour pack off, you may want to consider using some rubber washers between the aluminum plate and the chome surface of the luggage rack and I'd also use either the flat washers on the top of the aluminum plate and flat washers with either locking washers or locking nuts when mounting the aluminum plate to the luggage rack.

You don't want the fasteners coming loose as any movement will eventually damage your tour pack.

Just an afterthought here: If this is for "temporary useage" yould do a real "redneck job" using a piece of marine plywood to make the adapter plate, paint it black and no one would probably ever notice it!

This right here^^^. I did the exact same thing with my tour pack on my Road King.
