Default Best way to remove surface rust from bolts

I've been a bad owner and left my bike outside a lot.
I have a good spot indoors to park her but now I have some rust to deal with.

The head of some bolts (just inside where the torx or Allen would fit) have rusted. Also when I installed my forward controls I noticed some rust on the bottom.
What's the best way to remove the rust and is there a way to so it without removing the bolt?
I didn't want to use steel wool because it would scratch everything up.
Thoughts?

Check out this web site... http://www.ridrust.com/

Alternately, Harbor Freight sells gallon jugs of Evapo-Rust, which looks like it might be the exact same thing.

A friend of mine bought 4 gallons of the Safest Rust Remover from ridrust ^, set up a kiddie pool with a small fountain pump and derusted some old cycle parts. It's spooky how well it works.

A good rust remover and a toothbrush will work. Then use clear fingernail polish on them to keep them from doing it again. Just don't glob it on there too thick.

Had the same problem on my '03 Superglide with the chrome hand controls I installed. The bolt heads rusted where the allen wrench goes. I used naval jelly to remove and neutralize the corrosion then put a coat of wax with a q-tip in the bolt heads. I then put some clear fingernail polish in the heads. That way you can remove it with polish remover if you need to remove the bolts. Was still working good when I traded it in.

WD-40 and Q-tips. clean out the recesses with one end and wipe the recess with clean WD-40 with the other end of the Q-Tip.
