At what point is it considered theft?

I have never received a title in less than 3 weeks ever. I just get a 90 day tag or put my old plate on the bike and call my insurance guy and give him the vin number and viola....ride on. Title or copy comes in the mail 3-6 weeks later. My truck took 9 weeks.
Have been stopped twice too. Just show them the bill of sale and insurance card with the correct vin and no issue.
Oh yeah..want to know why it takes so long? Every finance manager or CFO keeps a minimum amount of cash in the company bank account and gets a nice interest payment every 30 days. Your check is sitting in there earning them interest. Any other excuse is 100% bullsh*t. Title work takes 72 hours most anywhere, US mail 3-5 days so you have 7-8 days for the paperwork and 30 days for interest.

There you have it ladies and gentlemen...
The real sh*tty part for me is that my state only has 20 day temp tags ...but then again we don't need the actual title to register our vehicles ...

I bought a jetski once and the guy still owed money to the bank, we both went to the bank in person I paid my part and the title came to me a few days later plus the bank gave me a paper stating that it was mine. this was many years ago.

I bought my bike through AAFES while in Germany. I paid it off once I got back to the states and it took almost THREE years to get the title through the state. They had no idea how to handle a bike that was originally purchased in Germany, not registered in the states for two years, and then paid off. They wanted something from Germany, but the bike was registered through the military in Germany, not local government. All that time and paperwork, and a relative that works for the DMV.
