I wouldn't even call a dyna with saddlebags a "bagger."
Personally, if I had a dyna or a sportster with some descent looking soft leather bags on it, and someone called it a "bagger," I'd probably take offense. Baggers have huge front fairings, hard case saddlebags, and usually some combination of heated handgrips, a drivers seat with a backrest, cup holders, denture holders, an AARP bumper sticker, etc. Just kidding.
