Can anyone suggest a site or have any suggestions for a tour pak luggage rack that fits a '07 FLHTPI tour box(police version). Thanks.

You want a rack that fits on top of the radio box?

I'm sure you found that at the dealer a tour box can set you back in the $1100 range. I went on Ebay and found a generic box that mounted to the rack the light box was mounted to. It was cheap and did what I wanted. Used boxes I looked at were almost always damaged ones the ins co paid to have replaced. The owner wanted to make a few extra bucks from rather then tossing it.,,
