Default Front Brake Rotor and Hardware Help

I have a 2010 FLTRX, and I got the new Madwheels 21" Reinforcer wheels.

I also purchased the front brake rotors for a 2014 and up, and the associated hardware to install the brake rotor. With all 5 bolts, wave spacer, and big spacer, the brake rotor has a tiny bit of play when turning like a steering wheel. I can see that the wave washer is not crushed, and that the big big spacer is wider than the brake rotor. Is the movement, like turning a steering wheel, normal? I would say it moves well less than 1 centimeter. I can see that the wave washer is not crushed, and making sure brake rotor does not flex.

My thinking is one of two things:
1. This is normal and there is supposed to be a tiny play to prevent the rotor from warping. My work is done.
2. Or, I need to get the brake rotor sitting tight and absolutely have no play at all. Potentially use another washer?

Any ideas? The pictures will show what the wheels look like, the tiny gap with the big spacer, and wave washer, and finally, the hardware itself that I got from Harley dealer.

I suggest the simplest thing to do is visit your local dealer and check the bikes on the floor. I don't have that style of wheel, however I would not expect the wave washer to be flattened, so your installation is probably fine. Those rotors are floating, meaning they can centralise themselves, also cope with rapid build-up of heat from braking. So they are intended to have scope for expansion and a small degree of movement.

Thank you both for the reply. I also came to the conclusion that it is by design. Researching and reading about floating rotors helped. Metrics and Harleys have this, and some riders hear the "clicks".
