Finally having the tensioner problem fixed before they go. The HD, SE upgrade kit is $ 499. I have a 04 RK with 27k. What is a fair price to install the SE kit, no upgrades.

Fair price? You will get charged anywhere from 4 to 6 hours of labor. 4 hours is fair. 3 hours is even better.
~$1400. But don't use the SE cam plate. Use a late model cam plate and Andrews conversion cams. That way you get an inner roller chain.
If you don't plan on getting a big bore or head work along with it, Andrews 21N or 26N performs nicely.
This. I did this and couldn't be happier with the way it turned out. I bought a later model stock cam plate that someone replaced with a billet plate. Got it for cheap. Oil pressure went up. Reused the stock pushrods to save some dough. Went with the 21N's. Pulls hard in any gear. I'd do it again tomorrow if needed.
