Rock Dent in Front Fender

Okay, so here is the update. I took my bike to the local HD shop here in Austin that I deal with to get it inspected and mentioned the dent and the fact that I have two wheel weights missing. They looked at it and said that it was unlikely that the missing wheel weights caused the dent. In all honesty, I believe they are correct because of the location of the weights inside the wheel dish. They would have had to break loose and go in one direction out away from the dish and then reverse direction and be sucked back into and under the fender.
So, may just buy a new fender and sell this one on HDforums because I can't live with a dented fender on virtually a brand new bike.
