2001 fatboy been sitting for 2 years

Looking at buying a 2001 fatboy that has been sitting in a buddies garage for the past 2 years. The bike ran when he last parked it and drained the gas out of the tank. He is finally selling it for a great price. What are some good steps to take before I try and bring this bike back to life? He has a new battery for it, tires look in great shape, I know I need to get a good look at the inside of the tank and check for rust, and I need to clean the carb.

Change all the fluids, check tires real well, service the carb and ride

Tanks should be full when stored. This prevents the inside of the tank from rusting. You need to check to see if it is rusted inside. Also, install a new fuel filter and check it after a couple 100 miles for rust. If it is has rust in it then the tank should be replaced or relined. Even though the tires look good, if it was in the same position for the last to years, the tires probably have flat spots. You will notice the while riding, and if they don't even out, replace the tires. It's a good looking bike and hopefully your buddy will give you a good price based on the unknowns.

Aside from getting her running, check the date code on the tires, and if they're more than 6 years old, even if they look good, replace them. Good luck.
