'05 electra glide fork lock

'05 electra glide fork lock
I recently put apes on my 05 electra glide and now the fork lock does not engage. I have taken the key switch off and put it back on following the instructions in the service manual exactly and it still wont lock the forks. Anybody else have this problem of know of a fix?
