Wow I last responded to this thread in 2012!
Since then I bought a used 2001 Motorvation trailer.
IMO larger tires would be better and maybe be easier to find replacements.
Mine has 10" and had to buy scooter tires because they were hard to find and did not want buy from Motorvation because of the price.
The DOT issue with HF trailers is with the tires I think.

How have the frame and wheel bearings held up? how many miles do you have on it?
I'm thinking about the 4x8ft harbor freight trailer to haul my duckhunting layout boat with. Its a light fiberglass boat I can pick up by myself but I have having so much of it sticking out of my truck when taking it hunting and my tailgate is getting rock chips from traveling down the gravel roads with the tail gate open and boat in. I'd probably have to extend the neck of the trailer to fit the boat better but that's easy, the boat is 11' 6"
