California lets you take vehicles without plates when you first purchase them. So basically, you can drive/ride them around while your waiting for the DMV to send the plates to you. This includes used vehicles as well. Lots of people take advantage of this here (by leaving paper there instead of a plate) so they can use the toll roads without having to pay. Something there starting to crack down on and are talking about changing. Great videos!!
