Do i need to buy an expensive tuner like a PV or Thundermax if i only plan on doing a stage 1?

No, but if you plan to do more mods in the future you may want to consider a tuner that can adjust for those mods.

What year is your bike? If still under warranty you may want to have the Harley dealer flash your ecu for the stage one.

If you are a do it yourselfer, I would recommend a V&H FP3. It can also compensate for future mods.
