Does Target Tune marry to bike's ECM?

Default Does Target Tune marry to bike's ECM?
Will it be married after used in conjunction with a Power Vision?

Can it be used with another Power Vision on a different bike without buying a new license?

TT does not marry to the bike and can be used on another bike with no problems.
