hey mick,
another day another conversation with the wa state dol,
things starting to go my way, state refunding 125.00 title transfer late fee as no title with ownership in doubt,
also nicked me 65 bucks for an insp. fee which never happened, (getting a refund on that as well)
got a guy at the state understanding the situation, most likely still gonna put the bike together,
will be a very cool old school chopper
so basically have a roadmap to clear title, just gonna take putting the bike together and follow up with state patrol inspection,
good news is the 3 year ownership in doubt has 1 year done 2 to go to a clear title

I too was surprised by the DMV folks here in Portland how inexperienced they are with old vehicles and VIN numbers. When I went to get my '62 title transferred to my name, the DMV guy came out to look at my bike to verify the VIN and it's location. I had to show him where the VIN is stamped. Then we got into a slight argument. He sad there's no matching frame VIN. I said HD didn't start stamping frames until 1970. He wouldn't process my title. I had to call the state highway department, make an appointment and ride 25 miles across town to have them verify the VIN and it's location. Of course the morning of my appointment it's pouring down rain. Then I had to show the state highway officer where the VIN number was located. This was one time I was glad my bike leaked primary oil on their nice clean garage floor. :-) Good luck with your bike.

so looks like (maybe) I got this figured out, since no frame number will plant the engine in my late 60s mondo harris chopper frame / old girder long front end ,state won't know the difference they were all shook up about having receipts for nut and bolt if it was a rebuild, so now will explain to them this is how I got it,
still have to have patrol do an inspection to get the plate on it.. start the build tomorrow !
