That could be a factory number job. \\; There is an example in What fits What as you described. \\; Are the unlined numbers in the Harley Special Stamps? \\; If so nothing to worry about. \\; Just be cautious of ground off and replaced numbers, that's a big no no.

The numbers on the case and the frame are the same
 \\; 7F02368H7 \\; This # has a line thru it
 \\; 7F10011H8 \\; This is the # on the title
 \\;
The bike is a 78 cafe racer. I have heard that \\;Harley used a hadfull of these bikes in 77 to run on a test track and then completely rebuild them and sell them as a 78
I have owned this bike since new, not worried about it being hot

Did you get any further information re 2 vin numbers on your XLCR?
I have just imported my XLCR from Pennsylvania and the original vin has a line through and a second vin is stamped underneath, the engine number however, matches the second vin.
The title matches the second vin.
Can send a photo to confirm.

EDIT: Ooops, I am talking about crankcase numbers not VIN numbers. Crankcase numbers on on the actual cases, on the bottom of the engine. VIN numbers are on the side of the engine at the V of the cylinders.

Steve, welcome to the forum. Grego 72 hasn’t been active on this site since 2008.
A lot of original 1970s VINs were changed at the factory by striking a line through them and then a new VIN was stamped nearby. This occurred with Shovels as well as Sportsters. Often the model year remained the same as before but some XLCRs had their year changed from H7 to H8.
I have a photo of a 2012 letter sent from H-D to the owner of an XLCR in Alabama who asked for verification of his VINs. The letter was signed by Peter J Simet, Market Compliance and Vehicle Identification Specialist, H-D Customer Service. Pete confirmed that the frame and engine VINs were originally 7F02+++H7 but were lined-out at the factory and new VINs 7F10+++H8 were stamped on. Pete explained that the ‘line out’ correction procedure was allowed in commerce and it was ‘accepted industry practice’ at the time the bike was manufactured. Pete went on to say that if any law enforcement or DMV had questions about the VINs they should contact H-D.
NB: Pete Simet is now retired but you could always try contacting H-D Customer Service anyway if you need more info about your bike.
