Nice lookin frame. As 70weight said , it appears to be a mechanical drum brake frame. The second slot , in front of the slot for the axle, on the right side of the frame is where the lug on the drum cover that holds the rear brake assembly stationary goes . My '73's have this. I have heard some not so good comments made on the crossover linkage that moves the brake pedal to the right side so you can have your shifter on the left.(you said something 'bout an '80 motor?) So you may want to look into the rear disc.
I dont imagine that it could be all that difficult to do a little cutting, welding, and fabricating to achieve this. After all, thats half the fun, right?!

Ive been reading up on hardtail frames..tryin to expand my limited knowledge bout em.
From what Ive been told and read,welding on sections are iffy..due to flex going down the road.bolt ons are safer..they say.but look like crap in my opinion..most of them anyways.Its something Ive been meaning to ask Pinion and others about..but then just went and bought a brand spankin new santee that I really like.Very well thought out,Ya can remove the oil pump,and get to everything very easy..great frame.well worth the 1K that it cost! To me,turning wrenches on these scoots is right up there with a good piece of tail and handgunning!

That looks like a '60's XLCH frame, the CH had straight down tubes and the XLH tubes kick back some for electric start. I'm not sure if you can use an electric start motor in a kick only frame, starter motor might not clear. Like I said I'm not sure about it but I would try and find out before I'd buy that frame.
