Best advice I can tell you is shop around. There's a ton of HD dealerships so it wouldn't hurt to drive around to a few near you and compare prices.

In order to cut through the bullshit that people post that almost goes so far as to say the dealer paid them to take a new bike, simply do this.
For the most part it is unrealistic to expect to pay less than MSRP. Sure, some claim to have done it, and some have actually done it, but they are the exception and likely got the deal because they had a pretty mouth.
Go to Harley's website, choose the bike you want with the color and options you want and see what the MSRP is. Now you know what the price of the bike itself will be.
Tax title and license varies by your location so you can't compare those fees in Peoria Illinois with those in New York City.
What is left is destination fee/ delivery charge, setup / prep fee, and one or two other add on fees. Those can be negotiated to a degree. Extended warranties and discounted accessories and installation of those accessories may allow some wiggle room because it comes down to shuffling the numbers to where all that is really happening is subtracting from this while adding on to that. The way to minimize that is to negotiate line item by line item rather than the whole sum. By all means do not negotiate with the goal of getting a monthly payment below X. If you do, you will overpay big time. Try to get that first service rolled into the transaction for free or at a discounted rate. It is going to be give and take, and right now the dealer has the upper hand. Be prepared to walk. If you aren't they will smell blood and take you for what they can because you want the bike.
Pay attention to paint prices in comparison to black. That is an area where some people are getting ripped off.

MSRP for vivid black SGS is $23,699. Freight is $435. The rest is dealer add on (setup/doc, etc). You figure it out from there.
In my state, dealers do not do the dmv stuff - they slap a temp tag on it, give you the bill of sale and send you on your way - you got 10 days to do it yourself so dealer doc fees is lower than other states I've been in.
