Forgot to mention, I'm in Canada and with the exchange rate as it is right now $270 USD is about $360 CAD so I don't feel so bad, lol.

Heated grips have been standard on the CVO Ultra's and Limiteds. Not on the CVO Kings and X models like the CVO Road Glide and CVO Street glide.

Your dealer is full of it. I know 17 CVO street glides with heated grips internally wired on stock bars.

Mine are internally wired on Yaffe Monkey bars which are much harder than stock bars.

Ya, there is a story behind it. I think it came down to the fact that the MoCo gave them a credit to do the install for free and gave them minimum time to do it so they were likely worried that it would take longer and they would have to eat the difference out of their own resources if it took longer. No real big deal, I got $500.00 in free P&A instead of heated grips and the install. Again long story behind it but the MoCo came thru for me.

Okay. For me, heated grips are mandatory. I ride year round. I have many times left for a ride when its 25 degrees.
