A factory 114" M8 is only found in a CVO, and it has been debated on what constitutes stage 1 in a CVO regardless of the engine, but the consensus has been that all bikes can benefit from a better tune. The air cleaner is not as restrictive on a CVO M8 and appearances is the only reason to change it. Exhaust systems are still not very mature but some of the newer ones, like from fuel moto for example do show noticeable gains.
How much is enough is up to the individual. Many are happy on a stock 107" M8.
I think the 117" stage III kit is a decent deal, but opening up an engine on a $40K bike while still new seems kind of strange.
I notice you asked this question in the Softail section, probably by mistake since M8 is currently only in touring bikes and trikes.

There is a gain in tq and hp on the M8 whether its to the 107" or 114". Go on youtube and search, there are plenty of vids showing stock numbers versus the addition of a free flowing intake. Most are showing an increase of about 3 lbs tq and 5-6 hp. SE slip'ons on the other hand appear to be the one item that is not producing gains.

I've got a M8 CVO SG with stock head pipe and 2.25" Fullsac CVO power cores, techmat blankets and perforated sleeves along with the Elite Ventilator. I wonder if a good tune would yield similar results?
