You can do it yourself, but its a PIA because of the ABS module.

Most ABS systems require you to activate the ABS motor during the flush. I believe the only way to do this on a Harley is via the shop computer. You can probably get 90% of it flushed doing it without activating the motor but that could leave moisture in the abs motor that would cause corrosion.

If you follow the SM, the tech tool is not used or needed to cycle the ABS module when replacing the brake fluid, The tech tool is only needed when bleeding the brakes is required because air was introduced into an ABS. People deviate from the SM all the time, that's their choice, their bike. I maintain my own bikes, follow the SM and use the recommended tools and procedures. This has served me well for over 51 years of Motorcycle ownership. Good Times!

go to a different dealer. my dealer charged me $175 and that was to flush the brakes and the clutch (it is dot4 also so needs flushed every 2 years as well)

or, do a search for the infotechmercenary. he sells a 'kit' that includes a tablet with the necessary software to cycle the abs module so you can do a complete flush yourself.

I paid $125 at my dealer. It's the only service I have them do. OP, your dealer is sky-high on that service.
