There used to be some tourpak trim spears that would cover the holes which didn't look too bad, but I guess they stopped making them in 2013.

I wonder if you found a set, would they still work on the new tourpak?

Would the inner fairing plugs used when the street glide mirrors are removed fit the tourpac holes? Such as these. And paint to match.

Those are about 10x bigger than the tourpak holes.

I used Harley Bar & Shield license plate mounting kit Part # 94114-02 to fill the holes.

Thanks guys I'm looking to trade someone who has Mysterious red lid without holes for mine with factory installed rack. Otherwise I will just bite the bullet and buy one off an ultra classic from MOCO and install color matched spoiler. No rush to ride here in Illinois snow on ground salt on roads.

I had my chopped tourpak painted to match my new bike this spring, but needed the rack for a trip we had planned. Took a case of Coors Lite and a box of Kleenex to drill those holes! Back home after trip, I went to ACE and bought 1/4" plastic push in plugs for a few cents, then ordered the touch up paint from HD. Not a perfect match, but its only noticeable if you look, (or are the bikes owner). The heads of the chrome bolts are too big and too obvious for my likings.

the problem I had was all FLHTK's have the Rack, and the paint scheme on a TK does not match any of the FLHTCU's, so I could not do a direct lid swap.

i recommend the plastic plugs, then keep looking for a better solution. for me, after a while, i forgot about the plugs, and sold the rack on here.
