You're still in early break-in. Give it plenty of time. Mine did the same thing in early miles. My 2016 did the same. Low miles I'd check the dipstick and find it way low! Then you change it, and start checking it again. Usually consumption will gradually decrease over a few thousand miles.
Make sure you always check the oil in same place/conditions. As level a surface as possible, and know how level it is by measuring it with a level. Most garage floors slope to the outside. My garage has two segments, one with a mild slope, the other with more slope. It makes a difference of about one dot on the dip.
Also, always make sure engine is good and hot. I don't think a ride around the block is enough. It needs to be at full operating temp. Let the engine idle for a minute or so before you shut down, without blipping the throttle. It seems like I get a higher reading on the dip if I sit on the bike and keep it upright while it idles, and put it on the stand just before I pull the dip. I think the book sez to let it idle on the side stand. I have been doing it both ways, just to see the difference. Like I said, I get a higher level, about one dot on the dip, if I hold the bike upright while it idles down.
This motor seems finicky when measuring oil levels. That's why it seems so important to put the bike in the exact same position and conditions at each measurement. Otherwise, there seems more chance of getting erratic readings.
It isn't as simple as my late great Yam FJR with the sight glass that always showed the proper level all the time with a glance. This must be part of the Harley lifestyle.
