All it means is that CARB required HD to supply the test data for there Stage1 kit as part of the OEM certification, nothing new. It just means the Stock CVO and one with a Stage 1 kit are certified. There will be other EO's for the SE kits issued most likely under the Aftermarket side of things. So it's just the same as 2018 models with new paint being the only changes and maybe some bolt on body work or chrome.

I hope so i just bought an 18 RGS last week. I figured they would go bigger since the same happen when i bought the 16 SG

I am okay with it, my 17 RGU, I got a 114" stage kit right off the bat, I considered it future proofing my bike. now two years after owning it, when these new bikes come out with the 114" kit, I have no lust, cause I already have it and have had fun with it over the last two years.

man they all take a beating, you put money into them you'll never see again, that's why you ride em' and enjoy em'..there's your value..this is nothing new

Here’s my guess. Stage one means high flow Street Cannon exhaust + SE tuner. MSRP bought separately would be $2000. I’m gonna guess they sell it as a $1200 uograde over a regular CVO. They will promote the Stage 1 as “cooler” with the cats moved under the saddlebags and ready for future upgrades. Maybe they even include wide band O2 sensors.
The change in exhaust on the engine from the factory probably would have required CARB certification.
