I'm in Northern, NJ and take the bike out whenever I can. Granted, have not seen much in 20s or lower just yet but plenty of low 30s. Bike is garaged (unheated). I travel a lot - sometimes the bike sits a week between starts. Bike is not on a Tenda. Bike starts - no issues ever.

My 17 rgs doesn't like the extreme cold at all. In low 20's to teens it slow cranks and will not start without cracking the throttle a bit. In low teens I've had 2 occurrences where it wouldn't start for 20+ minutes even with the throttle being cracked. I feel like my issue is tune related due to a canned map and cam swap but who knows. Battery is new

I totally feel your pain. I'm in New York as well and I've complained about slow to no start on my 2018 RGS as well. I keep mine on a tender. The other thing is that my bike is a stage 4 at 11:1 compression so that may make it harder to start as well. Bike sumped just prior to 3000 miles and I'm waiting for it to be put back together by my dealer. Hoping that the condition gets better. My thoughts are that our batteries are not up to snuff. Not sure how long batteries sit on the shelf before they go on new bikes and then how long they sit before delivered.

There’s a huge difference between sub-40F outside with wind and sub-40F in an unheated garage. My garage rarely drops below 50F.. It’s been down into the 20s outside and it’s still 48F in the garage.
I’ve left my bike out overnight outside a couple times when it was in the 40s and it would start. At my old house, my bike housed in a small metal shed for a month during winter. During that time, I had to move it in and out of the shed if I needed tools or something, but it would start regardless of temperature.

I have to agree with hard to start in 20 degree weather. I ride often at those temps. It acts like it floods, if it doe not fire up right away. It will fire but not start . If you try to many times it may throw ECM codes . It just because it gets confused after not starting.
I have found that if it does not start with the power off turn throttle all the way open and try It starts. I am looking for answers myself so watching this thread.

i can tell you with certainty that without any throttle input it will not start in 20 or less temps. above 30 and it fires every time

You need a new dealer. The worst that should happen when starting in the cold is slightly lower cranking speed due to oils being thicker. Make sure you have the tranny in neutral, and pull in the clutch to reduce load.

I had a cold start issue a while back just after it was dynoed. Turned out the cold start map which was uploaded was the wrong map - for the power cam rather than the Torque Cam. It would always start warm, but half the time when cold it wouldn’t until I’d had a few attempts. The colder it was, the more the problem was manifest. Once the correct start up map was flashed it was fixed.

From what I've gathered, a lot of people are missing the OP's point:
1. Stock Road King that's a few months old
2. The bike is left in a parking lot at work during the day and it will not start in the sub-40F temps
3. Battery tender or not, the damn thing doesn't start in sub-40F temps (occasionally it will) - NOT a battery issue
