Gead, my 18 RGS 107 had the same i believe its international spec as i'm in the UK
i have removed it & fitted the K&N 1717

never noticed to international thing at first..maybe they are giving you guys the 'good stuff'..LOL

Gotta admit, that's very interesting. Had no idea HD was doing that. Hasn't been mentioned before.

Did you use Kn 1717 without modifying anything?
I removed the complete front inlet panel you identified, used K&N1717 then added a hose to the tee piece, (so it is external breathing) routed into a small plastic catch bottle*
