Default Passenger Floorboards

On a 2016 Ultra Limited can the passenger floorboard be lowered without buying a new bracket?

No, I don't believe they can be. I know I've seen a few aftermarket options, but never really looked into any.

Remove the allen bolt that holds them to the bike. 4 holes in mounting plate welded to the frame. Move them up or down as needed.

These are like the Harley CVO style, where Harley sells them for $380, you can get them right from the supplier for a fraction of the cost. They are on back order though.

Motorcycles have foot boards, pickem-up trucks have floorboards.
