The way the EPA is cracking down on everything. thats my reason why.
lets say you have to have a emissions test in order to get your plates renewed. if you have a exhaust that don't meet the government standards. they will force you to remove it and install the correct system in order to be compliant.
I want to change my exhaust but want to find out more about this system as well. I wish i had a better answer that everyone wanted to hear. Sorry
just a sign of things to come.

This is easy, get whatever head pipe and slip-on's you want. Hang original head pipe with CAT in your garage. If you every have to do a sniffer test swap the head pipe before you take it in, then swap it back when you get home. What it will cost like $20 bucks in gaskets and 4 hr of work.

When I bought my '15 FLHTK (new), the dealer had already installed a Stage IV kit plus the Screamin Eagle High-Flow exhaust with Nightstick mufflers. I bought additional discs from SuperTrapp, but the Nightsticks just didn't have the sound I wanted. I checked with several muffler manufacturers, but there were none that would fit the head pipe, due to the larger inlets (2.25"). Consequently, I took off the exhaust system and replaced it.
I've kept the high-flow head pipe and Nightsticks just in case I would ever need to put them back on. BTW, the cats are in the Nightsticks.
