Mine came with the hole in it, but I did have to remove the seat bolt from the old fender and put on new fender. I had to epoxy it in. So far it has held. It seems to me Nasty hog could do a better job explaining how to solve those two issues.
what did you end up doing for license plate light.
I definitely recommend contacting JARZ Products who sell the wiring harness for the FMOTOS tail lights. I had a problem where the harness I bought didn't match the led lights that Nasty Hog sent with my kit. JARZ Products went out of their way to build a harness and next day air for me, as it was crunch time to complete my build for an upcoming trip. Happy with both the quality and price of the Nasty Hog fender and bag kit and extremely happy with JARZ Products.

license plate seems way to big for the license plate frame that comes with fender it seem small for license plate period. Did you have same issue?? License plate mount area on fender smaller than actual plate size.

The area on the fender was sightly smaller than the tag, and I used some tin snips to trim the edges around the tag, for it to fit but the frame itself did fit. I bent the tag to the fender, then looked to see how much I had to trim.
Question for those who have the Nasty Hog CVO setup: I'm very curious on the quality of the bag hardware, I would be converting to the Rushmore style bags on my Electra Glide. hoping that its OK so I don't have to shell out $$$ for HD parts
