Didn't the ounces needed change with the Lows and the 16's?

Overfill a few ounces usually makes for a little harder shifting not slipping.

I took the derby cover off and looked. It's about 1/4-5/8 inch above the bottom of the clutch. I'm going to drain some out and get it to just covering that lower lip.
Well you can rule out the oil as the culprit. Nothing wrong there. Did you check the level with the bike level? Not on the jiffy stand.

Level will have very little to no effect on how hard clutch holds. Something else is at play here. Dump it all out and put 38oz of regular 20w-50 oil in there, bet all will be well again.

The bike was level, more or less. I used a bike lift to get it upright, but not off the tires.

I've heard level can cause slippage, but I heard on the 'net so...

It can't be the Formula Plus - it's all I've ever run in the bike.

And btw - thanks everyone for the help. I do appreciate it.

Don't do it by measuring, fill by looking at what you put in. Level bike, to bottom of clutch spring. And DONT use synthetic. HD Formula + is fine.

Clutch doesn't care that there is an extra few ounces of oil flying around, it does not get any wetter lol. If its not oil...which is the easiest thing to replace first, I would look for physical obstruction next. There is no magic here:
oil level wont make it slip,
the kind of oil will,
clutch not completely locking up will make it slip.
Wore out clutch..? New oil cleaned out the "goo" that held it all together?

Unless there is something that you left out, those would be the steps I would take to try and fix this.

Why no to Synthetic? Just curious, I have a pre paid maint plan through my local dealership. From the first oil change to now, it has only had synthetic oils through out the bike. Never had a problem.
Your comment got my curiosity going into overtime.

Thanks

Synthetic (i.e. SYN3) in all 3 holes is what my dealership pushes. They were happy to use Redline in the tranny though.

I'm pretty much on board with cossack. Although oils can and are very important, plus at times very application specific, I don't think oil will be your culprit. Remember..."It ain't brain surgery, it's a Harley"...

Lot's of info we don't have about your clutch but I'm leaning towards something mechanical.
