Is the driver-to-passenger communication managed by the Boom intercom system or is it a direct BT connection between helmets ?

Reading documentation online and watching that video, its not clear to me.

From what the web site says with a 2017 I will also need the harness.

That's a good question. As you know you can either have intercom through a Harley infotainment system or you set up intercom directly between a pair of Sena 20s. Without having used the new module, I would surmise you could set up intercom either way.

You are right on with that comment. I am puzzled because the extra harness gives the 14-17 CB connectivity. If you don't have a CB in 17 I wouldn't think you would need the extra harness. That is a question to be posed to your dealer or HD directly.

On phone with HD customer service right now they are looking for a reason 2017 needs different harness.
The reason is the 2018 harness is not long enough to plug in on 2017 and below.
Problems with the web site but I do have mine ordered.
Dealer did say the SENA connect is really the same thing ??

I would speculate it can be done either way, but if the passenger wants access to the bikes audio resources, it would need to be connected to the bike, not directly to the rider's headset.
