Pro Action wins hands down in what they’ve done with the overall design. They ride extremely well for me and my wife.
I can’t really comment on the design of the internals, as I’m not a suspension expert. The Hard anodizing on the bore of the Pro Actions will hold up much, much better than the Ohlins over time once dirt makes it way past the seal. Keep your shocks clean, and they’ll last longer.
The Ohlins might be a bit better for two up riding, as they have an extra 5/8” of stroke. They are the 2a adjustables from Howard, or model number 136 from Ohlins.
You can’t lose either way in terms of comfort and performance over the stock shocks.

What about those bitubos? DK Customs said they’re just as good ride quality as the PA unless you’re super heavy rider and ride over the weight limit of the bike and they’re 250 cheaper. They just don’t look as cool but can’t see them anyway when bags are on. But they aren’t American made and don’t have free rebuild. But honestly how often do you have to rebuild street shocks for a harley and how much per shock does it cost??? That will be a big determining factor for me

I don't have Pro Action shocks, and I did buy my Ohlins from Howard. With that said, what a joke both Howard and lyork have made of themselves. I can't believe all of the bs over some threads on a shock body. People will argue about anything I guess.
For the OP with the original question about 12" Pro Action, I only have a small piece of advice. Don't worry so much about sticking with 12" shocks. No matter which of the nicer brands you go with, you will be happier alone in just running a longer shock. My shocks are 13.25" vs the stock 12" shocks. The extra travel helps a lot in making the road smoother. The thing about the seat height when the bike is still is that the stock 12" shocks do not typically sag much whereas a good, properly setup, shock will usually sag 25-30% when you are on the bike. So I gained a bunch of travel, but the seat height with me on the bike is only maybe 1/4" higher.

def go with the 13 cuz exactly what you mentioned
