My guess would be that if HD discontinued the pump with no replacement the aftermarket would step up... huge new market opens up for them.

That's what I used to think. But it's not true. They are only required have have parts available to cover warranty claims. 16 was the last year that pump was used. The factory warranty is only 2 years. I got the info below of the "ask an attorney website.
A consequence is that vehicle manufacturers must be able to provide parts during the term of a warranty (if any) made at the time of sale. They need not make or stock these parts themselves.
Vehicle makers could choose not to do so, but then they would be required to provide a replacement vehicle or a full refund of the vehicle cost. In practice it is usually more cost effective for makers to procure replacement parts to effect a warranty repair.

His signature lists an Ultra "Classic"
Ultra Classic = Not Twin Cooled (has an oil cooler in place of the water pump and other twin cooled equipment)
Ultra Limited = Twin Cooled (water pump and radiators - no oil cooler)

I have a 2015 Ultra Limited Low also, just came back from a ride to Canada, have just over 11,250 miles on it. About 300 miles or so from home, my pump stopped working, fan didn't work and coolant reservoir was just about overflowing, etc. My friends and I had this issue before with a different bike and attempted to get the pump working again. Didn't happen, so we were on our way to the closest HD when all of a sudden it started working again. Anyway, we made our last destination before going home and the pump/coolant etc was all good. I do plan on taking it apart and see if something is going on inside of it.

By the way, the "stupid non-reusable Crimp Clamps" are called Oetiker Clamps. Yes, they are not reusable, you need to start with the proper size for your hose/fitting, and they need a crimper to install. They are, however, superior to worm drive clamps. They will give 360° pressure on the hose/fitting, they can't work loose, and they won't cut into (damage) the hose.
Just FYI.....
