Actually there is legal precedence on that.

There are group 3 and group 4 base stocks. Group 3 is conventional oils, albeit highly refined. Group 4 is 100 percent synthetic.

The oil companies are allowed to use group 3 base stocks and add enough synthetic additives that it becomes "legally" a synthetic oil for marketing purposes. Mobile 1 is famous for this, but even they have changed in the past few years.

The better companies will market their oils as a blend I.e group 3 base stock. or "full" or "100 percent" or something else synthetic I.e group 4 base stocks.

So it's not misleading to people who know the ins and outs but it has been misleading to the regular consumer.
