Default Engine Paint Flaking/rebuild

So I have a 91 Heritage Classic I am rebuilding. But the paint it has looks bad. See attached images. How Can I fix this to make it look nice, powdering seems like a good idea but I got a quote for like $1000 to strip it and powder it.

If you have it stripped down that far, might as well strip it down to the cases. I paid $500 to have a bunch of engine stuff Cerakoted by a local firearms refinisher, looks good after 2k miles and doesn't lock in heat like powder. Don't use brakecleaner, on my 2009 it stripped off the outer finish and also the inner finish that Harley applied.
