Default new gasket leaking

I recently had a buddy rebuild my rotary top 4 speed transmission. Along with doing that, he replaced all the gaskets. The shifter shaft cover gasket seems to be leaking 15 miles after rebuild. How tight can I go with the cover bolts to see if that resolves the issue? If tightening doesn't do it, is there a more reliable brand gasket I should be running? Any other advice or tips appreciated.

With the bike level, I filled it till it just started to drip out of the the little hole.

Should be 20oz any more then that it won't be able to breath and will force fluid out any where it can.
