Default Shift problems

I have a 06 heritage it will not shift past 3 rd gear heard many different possibilities of what could be wrong what are your thoughts

Check all linkage to make sure it is able to move freely.

Check the shift lever at the transmission, make sure it is tight on the shaft, absolutely no wobble (these shift levers are notorious for coming loose and slipping on the shaft).

Bent fork or fork rod would be my guess.

It was the front pivot point where shift pedals attach it was rusted sanded it and lubed it got all 5 gears now Thanks for the help
