I am planning to do some engine performance mods to my 2016 Heritage; either moderate-hi compression 103 or 107 (10.5 - 11.0 :1), head work and cam.

Is the 2-1 exhaust a stepped header? I didn't see where it was on the website.

It appears that the Wrath is the only stepped header. Does the 2.25" baffle in the Wrath choke down performance - all the information I have seen relates to the 2.5" & 3" baffles

Will either of these pipes work the bags on the Heritage?

Check the bottom of that page for pics and info. 8020s-250 or 8120s-250 are my recommendations. The 2.50" works best with most bikes and mods similar to your setup. No issues with the bags. This system is a stepped header system. The standard 2:1 is also listed on the same page as the link above.
