LED's are polarity sensitive while filament bulbs...

LED's are polarity sensitive while filament bulbs are not. Current can only pass through in one direction (diode), try reversing the wires on the one that doesn't work.

I have the Dynamic Rings on the front turn signals...

Way back when Arizona was a helmet required state, I would lock the D-rings in a frame mounted helmet lock. Someone cut the strap to steal the helmet. Makes no sense to me. :icon_shrug:
