If you feel there's no issue with your Calipers themselves, then make sure the Compensation/Equalization Port in the M/C isn't blocked

2008 SB wheels (first year for the 25mm bearings and resulting hub changes) are Direct fit on 2016 SB ... keeping in mind keeping "Like for Like" bearings (ABS vs STD)

There are ways to make it work, but because that "Replacement" uses a Tapered Roller Bearing and you have a 1" axle ... it's not a "Bearing Change"
