Guess my first question is what kinda shape was it in 15 years ago? Where/what kind of conditions was it stored in?

Head, cylinder and base gaskets can dry out in that time and lead to leaks.

The line you are referring to is for the rear chain oiler NOT the primary chain oiler.

Been running my 65 Pan with factory oil line set up since 1970 and never had a problem. Running my 84 FLH and 78 FXE the same and never had a problem with either.
