The pump should run on its own, regardless of whether it has lines attached. Make sure you have power to the pump. The relay could be bad or just have poor connections.
Also look at the run switch...

Before you do any more system checks and buying parts make sure your battery ground cable to the frame is clean and tight. Also see if the fuel line in the tank has any leaks or pinholes.

So pull the baffles and see what you think. Maybe it will finally be loud enough for you. Maybe not, but at least you tried. Even with the loss of power it will seem faster since it's louder.
