I have zero knowledge re: the starter solenoid system you are running and shown in your pic. That said on a stock system there should be a washer on the end of your Bendix drive. You mention the gear not retracting fully. Just thought the lack of a washer might be the source of the problem.

I hope you have already fixed the problem. But if you have not, I can tell you I had to grind a little off the "shift lever" (H-D's name for the part, # 31300-84) for the starter gear (pinion gear) to get it to fully retract from the ring gear.
I wasn't having a problem with it not disengaging but the starter lever would not go fully back to the "at rest" position every time until I got some clearance between the outer edge of the pinion gear Bendix and the shift lever in the fully retracted position.
I chalked it up to the V-Twin starter kit part not being properly manufactured but maybe it was something else about that bike that made it such a hassle to set up.
This was for a primary that was originally designed for a chain primary drive and a belt secondary. The chain primary/chain secondary shift lever is a different part # (31445-65).

aw shoots this lever is loose not going all the way back

I had to grind some material off the starter lever to fix it on what I was working on.
You may have the same issue or something else is preventing it from fully retracting.
I ain't gonna promise nothing but I'll try to post pics of what I had to do.
