Default VIN missing .....or location

I'm not having a good feeling about this, long story short, The law asked for my papers when I unloaded bike at a dealership and the tag didn't match (was just using ramp to get it 3 blocks to home) he looked at frame said you need to clean off the VIN so it can be read, he took my info and said he would check back 1st of week.
well i can't find the numbers .. the last part of VIN is on the motor but frame nothing I cleaned off the powdercoating to look. the marks are from a razor blade I used.. I hope this is not what I'm thinking it is A paughco frame? it doesn't look like a stock 83 fxwg frame neck area

i have a paughco frame on my bike. on the right side (throttle side) there is a long number stamped into the neck, BUT they didn't use that as the vin on my bike. on the left side (clutch side) there is a white basically paper tag with a number on it. that is the number the dmv used to tag mine. wish they would have used the stamped number!!

I don't believe that is a stock frame...It should have a rectangular flat area on the frame tube for the vin...and a hole for the fork lock.
