Does this setup eliminate the cat and does it require a fuel programmer?

Yes it does eliminate the cat. Anything that flows more air should need a programmer which by removing the cat does. I have run a cat less exhaust and slipons without a programmer and while it run it run lean.
With all this said the exhaust header has been sold. The slipons are still available

I already have the cobra pipes but may be interested in the slip ons. How much and how was the sound on theses?

These slipons sound fantastic. Only reason they are for sale is they will not fit my 2017.
I have a set of Cobras on order for my 2017. That's how much I like them. On a side note, Cobra warranties there chrome plating for life against color discoloration amungst other things. $450. That is one hell of a deal for someone.

I just installed Cobra Powerduels pipes and these exact model mufflers. Nice deep rumble. I'm still tuning bike with new stage 1 setup, but I really like the sound. Not crazy loud and low growl. I heard them on other bikes, and that's why I went with these exact ones. Just my 2 cents, since I saw you asked.

The reason I asked is when I bought the bike the guy had installed the cobra complete system with pro flo mufflers and took them off for being to loud. I want the deep rumble but not too loud at highway speeds. I was hoping these would be the answer.

These have a nice deep rumble. My favorite of all of them out there. Going down the highway they are not loud at all. You can ride all day without your ears ringing and can hear the stereo just fine. Let me know if you would like them and I can get them shipped right out
