Are windshield more narrow?
I ride a 2015 Ultra Classic with a 12 inch high windshield. Still, something is different about the wind turbulence between it and the 2007 Ultra I had. Are the Rushmore fairings a tad bit narrower than the older style fairings? I had wind coming from AROUND the windshield in addition to the well-known over the lower fairings and over the tank wind.
For the life of me, I just can't get a handle on what is the difference, but something is different. Any thoughts or is it just my imagination?

If you believe it's coming around the sides of the windshield, you might try Freedom Shields' wide touring option. John will allow returns/exchanges so long as you don't remove the plastic film they are shipped with. Couldn't find a picture of the wide shield on a Rushmore bike, but it's an option & they build an excellent product.

Anyway, the wind coming from around the sides of the windshield is definitely there. I just don't remember that being a factor in the past.
I know it's a motorcycle and you're going to have wind, which is part of the allure, but this is an annoying wind turbulence, not a pleasant wind....if that makes any sense at all.

Your wasting money and time on shields.
Turbulence is coming between fairing and lowers. Can be solved with fork deflectors or Baker Wind Blockers.
FYI.... Leave the upper fairing vent open 100% of the time. Makes a world of difference to me but I use 7 & 8" LRS shield not a 12"
Just my opinion and experience.
